This study examines the concept of legal aid within the framework of procedural law reform in Indonesia. The main issue addressed is the limited effectiveness of legal aid in ensuring equal access to justice, particularly for economically disadvantaged groups. The objective of this research is to analyze the role and position of legal aid in procedural law reform and to identify the challenges and possible solutions for its optimization. This research employs a normative juridical method using statutory and conceptual approaches. The findings indicate that legal aid should be positioned as a constitutional right with a mandatory nature rather than merely a social policy instrument. Furthermore, procedural law reform must integrate legal aid at every stage of the legal process to ensure fairness, equality before the law, and protection for vulnerable groups. Strengthening institutional capacity, increasing legal awareness, and utilizing technology are also essential to enhance the effectiveness of legal aid implementation.
