Abstract

This study addresses empirical challenges in Indonesia's procedural law, where colonial-era regulations hinder inclusive justice, particularly for marginalized groups facing high costs, geographical barriers, and low legal literacy. The research aims to propose "Legal Aid 2.0," a digital overhaul integrating online consultations, AI-assisted case management, and streamlined procedures to enhance access. Employing a normative juridical method with judicial case studies and qualitative analysis of recent reforms like UU No. 20/2025 on criminal procedure and RUU Hukum Acara Perdata, data from secondary sources such as regulations, journals, and court decisions were examined. Findings reveal that digital tools like e-Court and LBH online platforms have boosted participation by 40-50% in remote areas, but gaps persist in budget allocation (0.5% APBN) and infrastructure. The study concludes that revamping procedural law with Legal Aid 2.0 fosters substantive justice, recommending integrated digital systems for pro bono services and policy advocacy.
