Legal aid is a fundamental instrument in realizing the principle of equality before the law as guaranteed by the constitution. However, its implementation within Indonesia’s procedural legal system still faces various structural and substantive challenges. This article critically analyzes the concept of legal aid within the framework of procedural law reform by examining the philosophical, normative, and practical aspects of legal aid provision. Through a normative-juridical and comparative approach, this article argues that procedural law reform must position legal aid not merely as a procedural right, but as a substantive prerequisite for achieving genuine justice. This article also proposes concrete recommendations to strengthen the integration of legal aid into both criminal and civil procedural law reform in Indonesia.
